Suffolk is being allocated hundreds of thousands of pounds to help develop plans as part of a restructuring of the district and county councils.
Suffolk has been chosen by the government to be fast tracked for devolution - and £290,000 will be split between the districts and county so a final proposal can be submitted.
The current county and district councils are set to be scrapped - with one single tier council set to cover all of Suffolk.
The final plans are scheduled to be sent to the government in September.
